When to use sus4 and add9 chords in a key?

Merry Christmas everyone, so last year a music teacher taught me that sus4 chords and add9 chords **tend** to be applied more to some degrees of the scale than others. For example using add9 on the I (Tonic) and using a sus4 on the IV and V chord. Can someone clarify in wich cases is best to use this chords by using the degrees of the scale as a reference for easier analyzing and understanding. Thanks =)
